The promotion of governance and the restoration of the social contract between states and societies in fragile and conflict-affected settings is a balancing act. There are no simple recipes for success and this is equally true of the framework presented in this report.

Formulaic, template-driven, and technical approaches can unintentionally trigger instability and renewed violence. Approaches will inevitably be tailored to local and national needs. When it comes to supporting reforms in contexts of fragility, the process of governance how it is exercised, by whom, and in what ways may be just as important as the outcomes.
