The UNDP Somalia Country Office Expert Roster

The UNDP Somalia Country Office Expert Roster is part of an initiative to strengthen service delivery and execution capacity of the UNDP Somalia Country Office and Sub-Offices in Somalia. The Expert Roster has been set up to gather information on qualified and available professionals who have substantial knowledge within the various areas of expertise, and who are willing to be considered for long and short term assignments with UNDP Somalia.
The roster is open to all qualified candidates whom wish to submit their professional details. Once submitted the CV will be reviewed by a roster management committee. Only if the CV meets the minimum criteria will the CV be included in the roster

Below is a brief description of the programmes/area of expertise followed by an apply link for each sub-roster. Brief description of the Rule of Law Programme

Law enforcement project
• The project aims for an efficient and effective adequately equipped professional civilian police service that meets the requirements for community policing and the needs and expectations of all Somalis.
• The project emphasizes support to accountability and oversight mechanisms for the police.  The project works closely with police authorities in all areas to build internal control mechanisms that respond to cases of human rights abuse by the police.  The achievement of agreed benchmarks, parituclarly on the issue of internal and external oversight are linked to the payment of police stipends (for police trained at UNDP supported facilities).
• The project provides human rights centered Police training in all of Somalia. The project currently prioritizes mid and senior rank police training, while continuing to train recruits, principally through the UNDP supported Armo Academy.

Judiciary project

• The project is focused on the establishment of basic systems for the administration of justice. The project also aims to enhance accessibility of justice and security for poor and vulnerable men, women and children in Somalia.
• UNDP supports improvement to prisons in regions and districts guided by human rights principle and in line with the roll out of judiciary, local governance and law enforcement projects.   

DDR project

• The project supports the authorities in their efforts to strengthen security through demobilization and reintegration of militia and ex security forces, and support the provision of psycho social assistance to ex-combatants. Following from recommendations made by an independent evaluation team, the project is developing a community based approach to armed violence reduction.  The objective is to develop an enabling environment at the community level to implement a DDR process.  

Mine Action project

• The project aims to strengthen mine action coordination and clearance capacity and operationalize field Explosive Ordinance Disposal (EOD) teams in line with international mine action standards.

Brief description of the Governance programme

Constitution project
• The project provides technical and financial support to the Independent Federal Constitutional Commission (IFCC) which has been charged by the Transitional Federal Parliament to write the permanent constitution of Somalia. The project also coordinates the various partners supporting the constitution making process.

Institution building project
• The project supports institutional state-building and strengthening of government capacities through the provision of essential technical operational support to the leadership of the Transitional Federal Institutions (TFIs) and regional authorities.
• The Transitional Federal Government continued working towards agreed benchmarks set out in the start-up package, funded by international donors through the United Nations.  
• UNDP supports the Central Bank of Somalia (CBS) through a capacity development project.  The project strengthens the operations of the Central Bank so that it can effectively provide services as stipulated in the Central Bank of Somalia Act.  

Local governance project
•    Following the signing of the Joint Programme on Local Governance and Service Delivery in April 2008, a participatory planning and investment process was launched in south central with ten pilot districts in Bay and Bakol. UNDP concluded agreements with the ten pilot districts outlining the implementation process and priority projects to be delivered. The operational capacity of the ten newly created district councils in Bay and Bakol were also enhanced through provision of basic equipment, transport and renovation of premises. The District Based Peace Building Project (DBPB) concluded reconciliation processes in Gedo and Middle Shabelle which led to the formation of nine district councils and one regional council.

Brief description of the Economics and Statistics programme
This project aims to support Somalia in the areas of human development, Millennium Development Goals (MDGs) based planning and programming and poverty monitoring and analysis. The overall objective of the project is to support the Somali administrations to identify the necessary interventions required to meet basic service delivery functions and attain the MDGs to promote human development and reduce poverty, strengthen institutional capacity and mobilize support for implementation. The project will support the production of the Somalia Human Development Report 2010 and sub-national human development reports for Somaliland, Puntland and South Central Somalia and the introduction of the human development course in select universities. The project will also build and strengthen the foundations for a nationally-owned, participatory process to prepare MDG-based development strategies and strengthen institutional capacity to achieve development results  by helping to build capacity of the Ministry of Planning and line ministries, to create awareness of the need for poverty monitoring and to support the establishment and institutionalization of the Zonal Statistical Offices and Planning and Monitoring Units in the line ministries. The project will assist in piloting MDG-based planning and programming at the local level by strengthening macro-micro linkage for effective decentralization. The project will also support specific outputs on emerging policy issues that have a direct bearing on socio-economic development in Somalia.

Brief description of the Recovery and Sustainable Livelihoods programme
Employment generation for early recovery project
• Employment Generation for Early Recovery (EGER) project addresses income generation and job creation in South Central Somalia, through a community based approach that prioritizes income generation for the most affected parts of both IDP and host communities. By applying a community based approach and involving the beneficiary communities in all phases of project identification and implementation through CSOs, the project focuses on local ownership of the project, thus enhancing the sustainability of the project works, empowering local communities and contributing to much needed improvements in living conditions in South Central Somalia.

Area based early recover for affected communities project

• The project is currently in a pilot phase, based on an area-based early recovery approach that is both community and household-driven. Building on the communities’ coping mechanisms, it will simultaneously address and provide targeted support to three elements that determine the livelihood situation of the population in the selected areas and communities.

Brief description of the Operations Team

Under the leadership of the Deputy Country Director (Operations), UNDP Somalia Operations is primarily concerned with the administration of the programmes/ other UN agencies and acts as the support system by providing direction and leadership on the effective operation of the UN systems and procedures. Operations ensure the implementation of UNDP policies, rules and regulations through the following broad units:
1. Human Resources
2. Contracts and Procurement
3. Information Communication and Technology (ICT)
4. Administration
5. Finance

These units provide common services in the areas of recruitment, information and technology, procurement of goods and services, budgets and payments, common premises, and travel.

Brief description of the HIV/AIDS project
UNDP has been in the forefront globally and at country levels to contribute towards and support the national response towards HIV/AIDS together with other development partners. In Somalia, UNDP has been actively involved in the HIV/AIDS response for the last four years, and has evolved into one of the main actors in the response. UNDP has an excellent understanding of the strategic activities necessary for a comprehensive response, current funding mechanisms, and in particular response gaps not funded. UNDP is an active member of the HIV/AIDS technical taskforces and works closely together with other UN agencies, the Global Fund for AIDS, TB and Malaria (GFATM) HIV/AIDS component management team, and supports the three zonal AIDS Commissions (Somaliland AIDS Commission (SOLNAC), South Central AIDS Commission (SCAC) and Puntland AIDS Commission (PAC). As a result, UNDP is involved in a wide range of HIV/AIDS activities focusing mainly on prevention (leadership advocacy, behaviour change communication –BCC, strengthening HIV coordination and management structures).

At the country office level, HIV and AIDS is a cross-cutting issue, and the HIV Unit therefore works closely with the three programme areas, ensuring that HIV is integrated into relevant activities. Through the Governance SICAD project, the HIV/AIDS unit support the three zonal AIDS Commissions, policy development and also works closely with religious leaders and Somali universities.

In cooperation with the UNDP ROLS programme HIV/AIDS has been streamlined within the Uniformed Services (police, custodial and armed forces)  where focus is on building the capacity of the Uniformed Services to address HIV/AIDS and supporting them in establishing structures for a comprehensive HIV/AIDS response within all the Uniformed services.

Brief description of the UN Somalia RC Office
The Resident Coordination system for Somalia has the mandate to facilitate and support joint planning and programming of the UN agencies working in Somalia and to bring the UN agencies closer together on coordination and operational issues. The Resident Coordinator’s Office, under the leadership of the UN Resident Coordinator, specifically supports the coordination of recovery and development activities through the UN Transition Plan for Somalia. The UNTP is the UN’s common plan that sets out the strategy of the UN in Somalia, what it aims to achieve, and how it will do so during 2008 and 2009. The Resident Coordinator for Somalia also serves as the UNDP Resident Representative, Humanitarian Coordinator and Designated Official for Security. The Office of the UN Resident Coordinator (RCO) has 10 staff, four full time internationals and six national staff based in Nairobi, Garowe, Puntland State of Somalia, and Hargeisa, Somaliland.
