On 11 October 2008, the first students for the new faculty of law commenced their term at Puntland State University, Garowe. Fifty students have enrolled for the first year and 34% of the students are women. Currently, less than 20% of those that work in the courts or the legal profession have any formal legal education in Puntland. The opening of the first law faculty will provide a new generation of qualified legal professionals, which is a great step towards to creating a fair, transparent and accountable justice system for the people of Puntland. |

Testimony
‘I was one of the armed militiamen operating in Mogadishu for more than a decade and more. I was one of the fighters engaged in ousting the previous military dictatorial regime in Mogadishu. I was loyal to the USC faction who was supported by the civil society. The whole nation precipitated in a full-scale civil war between the USC groups - contending for power and leadership. For more than a decade, there have been very few employment opportunities other than fighting for a certain faction leader, or defending the economical and political interests of the clan. I and my fellow militiamen initiated, and gradually established the most dangerous gang in the city. Our criminal gang practiced staging roadblocks and forcibly extorting money from the public – and we were one of the most feared names in the city. |

‘We - the religious leaders - are indifferent to the scourge of AIDS and are uncompassionate to the sick. Verily, by doing so, we have failed in our obligations to our people. We need to get involved and take a leading role in responding to the AIDS pandemic’. An Imam was heard saying this on the closing day of the HIV/AIDS Workshop organized in 2007 by UNDP and its partners. This statement is a complete departure from the long-held view by the religious leaders of denial and a ‘holier than thou’ attitude mirroring the viewpoints of their contemporaries in the Islamic world a few years ago.
