Project Name: Somali Institutional Support Project (SISP)

Project Summary: The Somalia Institutional Support Project - an extension of the Somalia Emergency Budgetary Support Project which ended in 2006 - provides a coordinated funding mechanism for the international community to make available financial support to the nascent Transitional Federal Government and Institutions. The project is the “hardware” side of the institutional support which UNDP provides to the Somali institutions (through “technical assistance” and policy advice) through other projects (ETA and SICAD).
Expected outputs of the project are: • Rehabilitation and equipping of office facilities; • Interim support for functioning of key institutions • Logistical support for in-country travel and global re-engagement • Emergency deployment of ad-hoc technical expertise
Key Achievements: To support the timely convening of Parliament, the project provided logistical support to transport the Members of Parliament from various locations in the country to the Parliament site and rehabilitated and equipped the Parliament compound consisting of the Parliament and secretariat building. Moreover, the project provided hardware support to Parliamentary Commissions, Police and Judiciary, to ensure independence of these institutions. At the same time, the project finalized a study on revenue collection. Furthermore, the project supported the rehabilitation of a number of Government buildings.
The project will be merged into one Institutional Development project as of March 2008 looking at short and long term needs of capacity development.
