Overview

The paramount consideration in the recruitment and selection of UNDP staff members shall be... “the necessity of securing the highest standards of efficiency, competence and integrity”, as set forth in Article 101, paragraph 3, of the UN Charter and UN Staff Regulation 4.2.

Recruitment Principles

The recruitment and selection of staff members at UNDP will be guided by the following five principles:

Competition: Selection will follow a visible and fair competitive process for all vacancies, regardless of post, contractual modality or hiring unit, except when such a competitive process is not practicable;

Objectivity: Screening will be conducted with professional rigor, with candidates measured against clearly articulated criteria, job skills and competencies and corporate priorities;

Transparency: The recruitment and selection criteria and all phases of recruitment processes will be transparent to staff and candidates to the fullest extent possible;

Diversity: UNDP’s workforce will reflect diversity and will strive to include equal numbers of men and women, and staff members representing as wide a geographic distribution as possible;

Accountability: Hiring managers will be held accountable both for their selection proposals and the manner in which they have followed the processes leading up to them.

Recruitment Process

Vacancies are posted on the UNDP website for a minimum of two weeks. Our online application is available at our website, and starts with the "Jobs" link under "Working with UNDP" section. We invite you to take a look at our jobs . If you find a job that matches your skills and interests, simply click on "Apply Now". Since we are using an e-recruitment system, ONLY online applications are accepted.

Screening and Interviewing
Please be aware of the following:

• Selection criteria and competencies needed are stated in the vacancy announcement pertinent to a specific position. Only candidates meeting the pre-devised requirement for post as per the VA can be selected.  After the closing date, the long-list of candidates is prepared based on these competencies. For certain technical positions, technical test results may be used as a further assessment tool. The shortlist is finally prepared based on technical testing, corporate priorities, organizational needs, and holistic assessment of candidate profiles.

• Shortlisted candidates are then invited for interviews with the interviewing panel which is usually composed of four panelists.

• A thorough verification of critical information, including academic qualifications, languages, nationality, prior UN employment, and detailed reference and background checks is conducted on the recommended candidate(s).

• The interview panel recommends the selected candidate to an internal committee. The latter reviews the recruitment process and ensures its transparency and competitiveness.

• The selected candidate must provide a medical clearance before starting his or her duties

• Due to the high volume of applications received, only shortlisted candidates are contacted.

Employment of Close Relatives

• A spouse of a UN Staff Member may be engaged under an employment contract with UNDP, provided that he/she is fully qualified for the position, has been selected in accordance with the UNDP Recruitment and Selection policy requirements, including a full, transparent and open competitive selection process; is not given undue preference by virtue of his/her marriage or common law partnership; and is not assigned to serve in a position in the line of authority, either as superior or subordinate to the other

• Relatives of Heads of Office: Under no circumstances shall a relative, including a spouse, be assigned to or recruited under any other contractual modality in the same office as the staff member who heads it (e.g. not in the same Country Office where the relative is the Resident Representative; or not in the same Regional Centre where the relative is the Regional Director, or not in the same Liaison Office or Headquarters Bureau where the relative is the Director).

• Contracting close relatives of UN staff members or an individual engaged with UNDP under a Contract (father, mother, brother, son, daughter, brother or sister) is prohibited. (Rare exceptions are granted when another person equally qualified cannot be engaged, which requires the approval of the Office of Human Resources in New York)

• The above provisions on Family Relationships apply to the recruitment of individuals at UNDP, irrespective of the type of contractual modalities applicable (Temporary Appointment, Fixed Term Appointment, Continuous Appointment or Permanent Appointments as well as Service Contract, Special Service Agreement (SSA). Given their non remunerated and non staff status, United Nations Volunteers (UNVs) are exempt from this prohibition.

Type of contracts:

A- Fixed Term Appointment for National staff 

• Use of Contract Modality
Employed on core activities of continuing nature, within the office; activities not likely to be concluded within 3 years. For career staff, UNDP invests in individuals' training and career development. For example office staff - continuing functions, such as - finance, human resources, programme, and administrative staff.

Main Benefits

• Base Salary: Salary surveys are based on best prevailing local conditions. Salary is determined based on position level and experience of selected candidate. • Pension Plan: enrollment in the United Nations Joint Staff Fund by making two contributions; the staff member' s share is 7.9% of monthly salary and UNDP share is double that share.

•    Leaves:
     Annual leave: accumulates at a rate of 2.5 day/month i.e 30 working days/year
     Sick Leave: 65 days full pay per year plus 65 days half pay
     Maternity Leave (16 weeks)
     Paternity Leave (4 weeks)

• Other Benefits: Language allowance after passing the UN language exam and child allowance.

• Medical Insurance Plan (MIP): Staff member and dependents are covered globally under GMC scheme for medical, dental, life, and disability

• Malicious Acts Insurance Policy (M.A.I.P): Coverage for staff member located at, or travelling to, a designated hazardous duty station subject to compliance with MAIP. The purpose of MAIP is to cover the eligible staff member for death or disability caused by a malicious act, such as war, revolution, and terrorist acts.

B- Temporary Appointment for National staff

Use of Contract Modality
A temporary appointment is  a staff appointment governed by the amended Staff Regulations and new Staff Rules for activities expected to be of a finite and short duration not exceeding 364 calendar days. For example to appoint staff for seasonal or peak workloads and specific short-term requirement for less than one year with an expiration date specified in the letter of appointment, to replace a staff member for a limited period (maternity leave, SLOWP, etc) provide that the replacement is less than one year.

• Pension Plan: enrollment in the United Nations Joint Staff Fund for TA appointment of six months or longer or who complete six months of service without interruptoi or more than 30 days; the staff member' s share is 7.9% of monthly salary and UNDP share is double that share.

• Leaves:
     Annual leave: accumulates at a rate of 1.5 day/month  
     Sick Leave: 2 working days/month
     Maternity Leave (16 weeks)
     Paternity Leave (4 weeks), minimum six months’ continuous service is required for Paternity leave to be granted.

•  Medical Insurance Plan (MIP): Staff member and dependents are covered globally under GMC scheme for medical, dental, life, and disability

• Malicious Acts Insurance Policy (M.A.I.P): Coverage for staff member located at, or travelling to, a designated hazardous duty station subject to compliance with MAIP. The purpose of MAIP is to cover the eligible staff member for death or disability caused by a malicious act, such as war, revolution, and terrorist acts.

C- Service contract (SC- National)

Use of Contract Modality

The Service Contract (SC) modality is intended to support the engagement of personnel to service development projects and to provide non-core services where outsourcing is not a viable and/or feasible option.  Individuals engaged under the SC modality are considered as local contractors.  The basis for the establishment of conditions of service for SC holders is therefore found in the local labour market and must be consistent with prevailing levels of pay for similar services and comparable work in the local labour market.

As individuals contracted under SC, they are not staff and therefore, are not covered by UN Staff Regulations and Rules. The individuals engaged under a SC are neither staff members nor “officials” for the purpose of the Convention on the Privileges and Immunities of the United Nations of 13 February 1946.

During the period of service with UNDP, individuals engaged under SC are required to uphold the standards of conduct set forth in their contract and the ST/SGB/2002/9.

It is issued for a minimum period of 6 months and maximum of one year. Renewal of an SC is subjected to performance, project duration & needs, and budget availability.
Example: Cleaning and office maintenance, driver, messenger service, computer technicians, data entry personnel, DEX and other national project personnel; and National project personnel on behalf of other UN system agencies

Main Benefits

• Base Salary: Monthly remuneration rate based on the service contract scale. Local market conditions for specific job (local UN salary survey gross data as a reference point)

• Social Benefits: 8.33% of base monthly salary is paid in lieu of pension benefits

• Leaves:
     Annual leave (accumulates at a rate of 1.5 day/month i.e 18 days/year)
     Sick Leave (accumulates at a rate of 1 day/month i.e 12 days/year)
     Maternity Leave (16 weeks)
     Paternity Leave (4 weeks)

• Van Breda Insurance: SC holders are covered globally under Van Breda scheme for medical, dental, life, and disability (The policy covers only the contract holder and at no cost to the latter)

• Malicious Acts Insurance Policy (M.A.I.P): Coverage for SC holder located at, or travelling to, a designated hazardous duty station subject to compliance with MAIP. The purpose of MAIP is to cover the eligible SC holder for death or disability caused by a malicious act, such as war, revolution, and terrorist acts.

D- Special Service Agreement (SSA)


Use of Contract Modality
A whole range of short duration consultancies, whether in project context or within UNDP office. The terms of reference must be incorporated in the SSA and must clearly indicate the timeframe for the expected deliverables. Example: auditing service, a language teachers, lecturers, translation/interpretation services, and consultants (national or international). Duration is up to 3 years.

•  Social Benefits & Leaves: Not Applicable

•  Malicious Acts Insurance Policy (M.A.I.P): Coverage for SSA holder located at, or travelling to, a designated hazardous duty station subject to compliance with MAIP. The purpose of MAIP is to cover the eligible SSA holder for death or disability caused by a malicious act, such as war, revolution, and terrorist acts.
