Project Summary:
During phase 1 of the GFATM supported HIV/AIDS response in Somalia, a series of capacity building initiatives have been developed and implemented to support the HIV response in Somalia. These programmes include advocacy training, Integrated prevention, treatment, care and support (IPTCS) health service delivery components training, Media Training, Behaviour Change Communication Training, Civil Society training, Stigma Reduction Training, Advocacy Training and IEC Development Training. Phase Two will see the consolidation of these training programmes and the integration of capacity building into existing health and community training institutes and universities. A key element of the training will be the development of formal TOT training (adult learning principles, curriculum development, M&E, training management, cost recovery etc) and capacity building, along with trainer accreditation processes. A database, which will be based within the AIDS Commission Secretariats will be developed to provide details of accredited trainers for use by all partners. Models will also be explored to identify systems to support remote learning.

In year 1, follow up evaluation of previous training and curricula will be undertaken and existing curricula and programmes will be reviewed and adapted where necessary to ensure all have facilitators manuals, participants workbooks, pre and post evaluation processes established. Parallel to this process will be the continuation of key training workshops including health service delivery training to new facilities being established in phase two, along with refresher training for existing sites linked to supportive supervision. From year 2 these courses will then be facilitated through the training institutes and universities. By the end of year 1 the programs should be fully integrated with rollout of TOT and service provided training from these institutions commencing in year 2.  Trained TOT personnel will be supported throughout phase two with networks and refresher training, and where appropriate be provided with co-facilitators in the development process for mentoring support.

Implementation Description and Achievements:
Identification of the available training toolkits, facilitators manuals, participants workbooks and programmes that have been developed by the different agencies and organizations for the different HIV/AIDS trainings was undertaken. The review of the available materials will identify the gaps within the toolkits and facilitators manuals this review will also be to identify whether all the training programmes have facilitators manuals and participants workbooks and any existing monitoring and evaluation systems. The outcomes of the review will be shared with all stakeholders to solicit implementation recommendations.  During the first two quarters, consultants were brought on board to review, revise and develop modules that were identified as necessary for HIV/AIDS training curriculum for the various HIV/AIDS focus areas.  These are:

  • Behaviour change communication (BCC) toolkit – Review, add two (2) modules on TB and Sexual and Gender-based violence;
  • Review a draft curriculum on HIV for students for the Puntland State University (PSU) and produce a final HIV curriculum for university students.
  • Review, revise and finalise training manual on ‘HIV and the Law’ for legal professionals
  • Review, revise and finalise training manual for the Uniformed services (police force, military, custodial services
