The Human Resources unit in UNDP Somalia covers the entire competitive recruitment process from the preparation of terms of reference, management of the vacancy announcements, to the issuance of contracts and evaluation of staff performance. In addition to developing the personnel training schedule, The HR Unit maintains an up-to-date databases of all project personnel, ensuring the custody and filing of individual contracts, processing UNDP staff payroll, and managing the recruitment of interns.

In addition to regular HR services, the HR Unit in UNDP Somalia Office also organizes programme related workshops and seminars; develops schedule of trainings; provides targeted training of project staff on finance, procurement, human resources, contracting, administrative aspects of project management; and on UNDP and donor’s management arrangements for executing projects.

We provide Human resources services to 8 UN Agencies and entities: WFP, UNFPA, UNAIDS, UNOCHA,  UNOPS, UNPOS, UNHABITAT, UNDSS and UNV.

UNDP Somalia hires personnel through international or local recruitment. It applies several types of contracts depending on a number of criteria, such as legal basis and duration of services. The standard types of contracts are:

• Fixed-term Appointment

• Temporary Appointment

• Service Contracts (SC)

• Special Service Agreements (SSA), through procurement.


Fixed-term appointment are concluded for the staff members contracted under fixed term appointment and governed by UN staff Regulation and Staff Rules. Salaries are established on local scales based on best prevailing local conditions; the international scale based is on best comparator civil service.

UNDP Somalia has 100 staff members on fixed-term appointments

Temporary appointment
is a staff appointment governed by the amended UN Staff Regulations and new Staff Rules for activities expected to be of a finite and short duration not exceeding 364 calendar days.
Service Contracts are for personnel governed by explicit terms of service. The duration of the contract must be more than 6 months. Salaries are based on local market conditions for specific jobs.

UNDP Somalia has ten staff members on temporary appointments.

Special Service Agreements
are the legal instrument used for the procurement of services provided by a person engaged by UNDP, in his/her individual capacity, to provide expert services, advisory services, technical skills or knowledge for the performance of a specific task or piece of work. The principal consideration for the fees is the nature of the assignment, the complexity, difficulty and extent of the work to be performed and the degree of expertise required to accomplish it.
