UNDP’s Governance Programme is based on the Somali Joint Needs Assessment (Governance, Security and Rule of Law Cluster Report); is fully harmonized with the Somali Reconstruction and Development Programme (RDP); and supports implementation of the UN Transition Plan for Somalia 2008-2009. The UNDP Governance Programme contributes to Outcomes 1 and 2 of the UNTP, as follows: Outcome 1: Key federal, Somaliland and Puntland institutions administer and manage core government functions more effectively; Outcome 2: Local governance contributes to peace and equitable priority service delivery in selected locations.
This objective comprises the Transitional Federal Institutions under the Transitional Federal Charter, the state government of Puntland and the government of Somaliland. The objective will be accomplished by building institutions, building democratic processes and reconciliation and peace-building. Attention to cross-cutting issues of gender and HIV/AIDs is explicit and mainstreamed.
This is a transition agenda, however recent post-conflict experience recommends that even while short term needs are pressing, the programmatic responses in a transition period should have the long term desired outcomes in mind. Opportunities for deep, structural reform should be seized during early stages of institutional and political development, and building for the future is one of the challenges of building peace.
