Project Summary:
The District-Based Peace-building and Reconciliation project supports the convening of dialogue and reconciliation processes at the district level in Somalia.  In the first stage, the project will facilitate reconciliation meetings in 40-45 districts in followed by regional peace-building conferences composed of representatives selected at the district level meeting. The dialogue processes will be preceded by necessary consultations and training workshops with Members of Parliament, traditional leaders, civil society leaders and community-based facilitators. District-based meetings will include 80-100 local representatives who will meet for approximately 30 days in their respective districts.

The overall objectives of these district and regional reconciliation meetings are to: (1) establish consultative dialogues and action mechanisms for developing local peace-building and development plans; (2) initiate two-way communication between Parliamentarians and their constituents on the TFI’s, national governance processes and local development priorities; and (3) begin the process of establishing sustainable local government structures.

Expected outputs of the project are:
  • Reduced level of tensions among local communities.
  • New or stronger mechanisms in local communities with greater capacity to address and manage local-level conflicts
  • Increased clarity and understanding in communities on the respective roles and responsibilities of local and national government
  • Local administrative structure commencing with representatives selected by the district dialogue process

Implementation Description and Achievements:
The process of establishing district councils has so far been successfully implemented in Bay and Bakol regions and is currently being rolled out to other regions in South-central Somalia including Gedo, Middle Shabelle and Hiran. Reconciliation processes have taken place in these regions and regional and district authorities have been put in place. The project will be merged with the UN Joint project on Local Goverance as of 1 April 2008.
