Crisis prevention and recovery Under the partnership, BCPR support will promote integration of the cross-cutting issues that are critical to both the BCPR strategy and Somalia. Of particular importance are gender, early recovery, and conflict and disaster risk prevention, the latter being strongly linked to environmental degradation in Somalia. Projects from each of UNDP Somalia's main programme areas address crisis prevention and recovery in various ways, including increasing preparedness and enhancing response to natural disasters, establishing the judicial and law enforcement frameworks necessary for sustained recovery, and on building reconciliation from a local, community and district basis. Additionally UNDP gave technical, financial and management support to 2007's National Reconciliation Conference which saw some 2600 delegates - including representatives from the diaspora and almost 30% women delegates - convened peacefully in the capital city. This was the first time inclusive reconciliation consultations of this magnitude had taken place inside the Somali capital since the collapse of order in 1991. The Congress deliberations lasted for six weeks and concluded with an outcome document containing recommendations for the Transitional Federal Institutions.
