Support to Emerging Federal States (StEFS)

What is the project about

The Federal Government of Somalia (FGS), guided by the New Deal Somali Compact and Vision 2016, has been facilitating the process of forming member states in an inclusive manner, consistent with the Provisional Constitution and Somalia’s laws.  To support FGS in this endeavor, the ‘Support to Emerging Federal States’ (StEFS) project is fostering the establishment of functioning government institutions and promoting political dialogue, citizen engagement and state accountability within the emerging federal member states.

The project builds on the initial ‘Support to the Federal State Formation Process’ Project Initiation Plan (PIP), which was in effect from 17 June 2015 to 31 March 2016.  The sustained support to the FGS and newly established regional administrations through the StEFS project will not only help to secure progress made in forming the emerging states but will also assist government institutions to fulfill core governance functions and, in turn, deliver basic services to the Somali population.

Expected Outputs

StEFS has been designed in consultation with the FGS and representatives from emerging federal member states in south and central Somalia. The five key expected outputs of the project are as follows:
•    Output 1:  The political dialogue and consultations around federalism and state formation have been supported
•    Output 2:  The capacity of the FGS, particularly those institutions engaged in the federalism process, is strengthened
•    Output 3:  Foundational support to Interim State Administrations to ensure an appropriate physical working environment is provided
•    Output 4:  The capacity of Interim State Administrations with a dedicated focus on ‘core public sector capacities’ is enhanced
•    Output 5:  Civic participation and engagement with Interim State Administrations is strengthened



What have we accomplished so far?

The short-term PIP project contributed to the following results:

•    Emerging federal member states formed, charters drafted and assemblies inaugurated in the regions of Jubbaland, South West and Galmudug, following inclusive reconciliation and consultation processes

•    Boundaries and Federation Commission (BFC) formed, operational and all nine members of the BFC (including one woman) commenced work to develop a strategic framework on federalism
•    More than 1,500 women, youth and other citizens were sensitized on federalism and state formation processes through a series of awareness-raising workshops and events in Mogadishu, Baidoa, Kismayo and Adaado

•    FGS MoIFA has a functional federalism directorate with the basic structure and capacity to facilitate and steer the federalism process; for example, MoIFA has organized and led coordination meetings with each of the emerging federal member states and is leading the Hiraan and Middle Shabelle state formation process

•    Initial administration structures and basic working processes are in place in the emerging South West, Jubbaland and Galmudug states
